At $45, the AOC I2279VWHE is a steal for a basic IPS monitor. The colors and viewing angles are good for the price, and the slim bezel looks nice. The 60Hz refresh is standard, and 5ms response is fine for casual use. The high dynamic contrast ratio is marketing fluff, but actual contrast is decent. It only has HDMI and VGA, but that's sufficient. The stand is tilt-only. For a budget secondary monitor or office work, this is hard to beat. However, don't expect it for gaming beyond casual titles.
